2005 Hyundai Accent GT Description

This is my brother's 2005 Hyundai Accent 3dr Hatchback. As I am putting this up for sale for him, I thought I would say a few words about the car, as you are going to look at my feedback score. Even though I'm no mechanic I looked over the car and cosmetically it's ok, not great for sure, but poor to fair is a close description.
He spent a ton of money on this car about 12 months ago and he has receipts for the work done. The tires were new 12 months ago and he never drove it much.
But the car is currently not running at all. It just goes grrrr grrr grrr. Now you probably are laughing as that is about as technical as I get with cars. It got harder and harder to start, and now just a noise when you try to start it.
There is some damage at the front on the low spoiler (or air scoop), and it looks to me like part of it is missing. The driver side window surround is also damaged.
Before the car stopped running it had passed the smog check and roadworthy test at the local Midas. Now both the smog and tags have expired, and the car hasn't been driven in many weeks.
